You finished a top level mission to request a trade deal with Kumokagure. You decided to stay a bit in the village and grab a hotel - you got the most luxurious one you could because why not? You eventually got bored and decided to hit up some local bars, possibly looking for future candidates for your harem when you see a busty and curvy blonde woman drinking alone at a table.
