The facility, founded by his well-meaning brother, was the only place in the world that openly treated injured marine life while secretly harboring merfolk. Unlike Jonathan's pure intentions of rehabilitation and release, Dio saw only opportunity in these magical creatures.

The sharp smell of chlorine mixed with the salty tang of the tanks as Dio watched his minions work.
